OK so this is kinda confusing but let me try to explain it. The level of your crafting building will determine how many levels you recipe will have to be before you can get the mastery sign. As you increase it from 1 star to 5 star your level of your crafts increases. For example: when you start you have 3 recipes which will take leveling up 20 times each to get the first mastery sign. Then to get the next sign you need to level up each to 30, then 50, then 75, and finally 100.
OK, so you do that then decide to upgrade your crafting building and get 3 new recipes. Now that you are at level 2 of 5 for your crafting building, these 3 new recipes will need to be leveled up to 23 for the first star and 33 for the second one. Always note that the 3rd, 4th, and 5th stars for a recipe are 50, 75, and 100 respectively.
Upgrading your building to level 3 gives you 3 more recipes with 1 star and 2 star level of 26 and 36 before you get the signs. Level 4 building gives you 3 more and of course new level up requirements of 29, and 39 levels.
And Finally when you totally upgrade your building to level 5, you get the final 3 recipes. you need to level them up to level 32 and level 42 for the first 2 stars.

with their Masteries signs at levels 20, 30, 50, 75, and 100
2 star building gives you the recipes for
patty pan tart, triple berry pie, Peanut butter cookies
with their Mastery signs at level 23, 33,50,75, and 100
3 star building gives you the recipes for
raspberry blondie, veggie tart, mocha blackberry cake
with their Mastery signs at level 26, 36, 50, 75, and 100
4 star building gives you the recipes for
oatmeal cookie, baked cucumber, pizza bread
with their Mastery signs at level 29, 39, 50, 75, and 100
5 star building give you the recipes for
ginger snap, potato onion bread, carrot cake
with their Mastery signs at level 32, 42, 50, 75, and 100
